Chelsea, Manchester City and Newcastle United were among the clubs that voted against banning loan deals between related clubs on Tuesday.
According to The Times, the seven clubs who voted against the ban are Newcastle, Chelsea, City, Sheffield United, Everton, Wolves and Nottingham Forest.
All Premier League clubs voted on banning loan transfers between clubs with shared owners and were split 13-7 in favour.
