A couple of weeks ago, the Nigeria Hydrological Services Agency released its Annual Flood Outlook for 2026 to guide governments, emergency managers, communities, farmers, and development partners to prepare before the onset of the rainy season. Covering all eight Hydrological Areas of Nigeria based on analysis of river levels, rainfall patterns, soil conditions, land cover, etc., NiHSA, essentially, identified communities, farmlands, healthcare facilities, schools, roads, and other assets that are at risk of flooding between April and November 2026. These are classified into high flood risk, medium flood risk and low flood risk.
The summary: 30,707 communities are at risk (highest risk period is from July to September); 4,792 healthcare facilities are at risk (highest risk period is July to September); 10,684 schools and educational facilities are at risk (highest risk period is July to September); and approximately 4.2 million hectares of farmland/cropland are at risk (highest risk period is October to November). The states with communities at high risk are Kogi, Niger, Delta, Anambra, Benue, Kebbi, Rivers, Bayelsa, Adamawa and Cross River.
However, in practical terms, flooding will affect most parts of Nigeria, not just traditionally vulnerable areas. Flood risk spans 33 out of 36 states and the Federal Capital Territory; particularly vulnerable areas include riverine and coastal states like Bayelsa, Delta, Rivers, Lagos, Ondo; inland floodplains like Benue, Niger, Kogi and Adamawa; and major cities (due to population and infrastructural congestion) like Lagos, Port Harcourt, Ibadan, Kano and Abuja. The AFO identifies multiple flood drivers: River (fluvial) flooding – due to rising river levels; flash/urban flooding – caused by heavy rainfall and poor drainage; and coastal/tidal flooding – affecting southern coastal states.
In my view, the 2026 flood outlook should be seen as a warning siren for national action because it is high time we stopped treating floods as surprise visitors. By all indications, the rain will come as it always does, and climate change makes it more intense. What is no longer routine, however, is what follows. The AFO reads less like a forecast and more like an alarm bell that has been ringing for years – only that we have grown accustomed to ignoring it. In simple terms, this is not a problem of “some places”; it is a national condition. Yet, every year, when the floods arrive, we speak as though we are victims of a sudden misfortune – as though the waters crept in unannounced, like thieves in the night.
They did not, because the pattern is familiar. The early rains begin around April. By July, the soil is saturated. Rivers swell, drainage systems fail, and by September, entire communities are submerged. Homes disappear. Farmlands are washed away. Schools shut down. Hospitals struggle. And then comes the ritual of sympathy – press statements, relief materials, and aerial surveys of destruction. But here lies the uncomfortable truth: flooding in Nigeria is no longer a natural disaster alone. It is a governance problem.
The 2026 outlook identifies the usual culprits – heavy rainfall, rising river levels, and possible dam releases. But beyond nature, it points to human factors that are far more troubling: poor urban planning, blocked drainage systems, and the persistent encroachment on floodplains. In other words, we are not just victims of the rain; we are accomplices in the disaster. Our cities – urban centres that should represent planning and order – are now theatres of annual flooding. Roads turn into rivers not because rain is new, but because drainage is absent, neglected, or clogged with refuse. Buildings rise where water once flowed freely. And when the inevitable happens, we call it an “act of God.”
In Abuja, for instance, some say the FCT Minister Nyesom Wike is a miracle worker, turning the capital city into a cute metropolis. Yet, this same conurbation is crumbling under the weight of mismanaged urban waste. A drive through the city will convince you that the fine flyovers and flashy facades are just what they are – gigantic Band-Aids over bleeding urban ecological and WASH infrastructure, which cannot cover the dirty sewage spilling over streets and highways.
In fact, a few hours of rainfall turn Abuja into a city of dirty lakes, because the drainages are silted and clogged with debris. Alas, in some highbrow areas, you need to cover your nose to navigate past the leaking sewage stench. This is no exaggeration – it is lived reality.
The tragedy is that Nigeria is not lacking in foresight. Agencies like the Nigeria Hydrological Services Agency and the Nigerian Meteorological Agency consistently provide early warnings. Year after year, they map out vulnerable communities, predict peak periods – July to September – and outline mitigation strategies. This is not guesswork. It is science. But science, in Nigeria, too often stops at publication.
What NiHSA’s 2026 flood outlook makes clear is that the scale of risk is expanding. Flooding is no longer confined to the usual riverine and coastal states like Bayelsa, Delta, and Rivers. Inland states—Benue, Niger, Kogi, and Adamawa—are increasingly vulnerable. Even areas once considered relatively safe now face moderate risk. Climate variability has widened the flood map, but our response has remained narrow and reactive.
There is also an economic dimension that we continue to underestimate. Floods do not just destroy homes; they disrupt food systems. When farmlands are submerged, harvests are lost. When roads are cut off, supply chains break down. The result is food scarcity, rising prices, and deepened poverty. In a country already grappling with inflation and economic strain, flooding becomes a multiplier of hardship.
And then there is the human cost – the silent toll that statistics rarely capture. Displacement, loss of livelihoods, trauma, and disease outbreaks. Floodwaters do not just carry debris; they carry cholera, malaria, and despair. Entire communities are forced into cycles of vulnerability, rebuilding only to be washed away again.
So, what then must change? First, we must move from prediction to prevention. Early warning systems are only as useful as the actions they trigger. The NiHSA has given us their best, and even more in 2026. New Features in 2026 Outlook include community-level forecasting (more localised predictions), improved early warning systems and data modelling, and stronger coordination with agencies like NEMA and NiMet. So, the government should enforce evacuation planning, reinforcement of drainage infrastructure, and strict enforcement of land-use regulations.
Second, urban planning must cease to be a theoretical exercise. Cities must respect their geography. Water has memory – it will always find its way back to its natural channels. Building on floodplains is not development; it is deferred disaster. Third, there must be accountability. When drainage systems fail, when illegal structures block waterways, when waste management collapses—these are not abstract failures. They are the result of decisions, or the lack of them. Responsibility must be traced, and consequences must follow.
Finally, citizens themselves must be part of the solution. Flooding is worsened by everyday actions—indiscriminate dumping of refuse, disregard for environmental regulations, and a general culture of “it does not concern me”. It concerns all of us. The AFO is not merely a document; it is a mirror. It reflects a nation that has the knowledge to prevent disaster but often lacks the discipline to act on it. It also opens a new reality about water.
Water is no longer merely a foundational natural resource; it has evolved into a strategic economic asset that functions as the primary catalyst for national development, industrial productivity and environmental stability. The transition from viewing water as a commodity to recognising it as an integrated economic driver is essential for long-term fiscal resilience and climate adaptation. This transition requires a smart system for the management of water resources, not only as a support to those sectors but to protect the community by accurately forecasting floods and droughts.
